This beast arises not from the tumultuous “sea,” the symbol for the densely populated, strife-torn regions of the Old World, but “out of the earth” (Revelation 13:11, KJV). The Apostle John records, “And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spake as a dragon” (Revelation 13:11, KJV). This imagery contrasts sharply with the first beast, representing Papal Rome, which rose from the “sea,” interpreted by the angel elsewhere as representing established nations: “And he saith unto me, The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues” (Revelation 17:15, KJV). THE SYMBOL OF INNOCENCE AND LIBERTY!

While its origin was unique and peaceful, the very form of this beast carried profound symbolic meaning, particularly its “two horns like a lamb” (Revelation 13:11, KJV). Horns in Bible prophecy consistently denote power or kingdoms (Daniel 7:24, 8:20-21), but these horns are distinct—they are “like a lamb.” This lamb-like quality signifies youth, innocence, and gentleness, accurately portraying the character of the United States at its inception, particularly around 1798 when it was rising to prominence. Commentators identified these two horns as representing the nation’s foundational principles: Republicanism (civil liberty, government by the people) and Protestantism (religious liberty, freedom of conscience, separation of church and state). “And the lamb-like horns, emblems of innocence and gentleness, well represent the character of our government, as expressed in its two fundamental principles, Republicanism and Protestantism” (The Great Controversy, p. 441, 1911, referencing Spirit of Prophecy 4:277). These twin pillars of freedom, Republicanism and Protestantism, initially defined America’s lamb-like character, presenting a stark, hopeful contrast to the oppressive powers that dominated history before it. What foreshadows the nation’s startling transformation?

THE DRAGON’S VOICE EMERGES!

Yet, this outward profession of gentleness masks a predicted transformation, a chilling metamorphosis detailed in the prophetic description. The prophecy explicitly states that though the beast has horns like a lamb, “he spake as a dragon” (Revelation 13:11, KJV). This dramatic shift signifies that the United States, despite its foundations of liberty, will ultimately abandon these principles and adopt the spirit of intolerance and persecution characteristic of the dragon (Satan) and the first beast (Papal Rome). “The lamblike horns and dragon voice of the symbol point to a striking contradiction between the professions and the practice of the nation thus represented” (The Great Controversy, p. 442, 1911). Crucially, “The ‘speaking’ of the nation is the action of its legislative and judicial authorities. By such action it will give the lie to those liberal and peaceful principles which it has put forth as the foundation of its policy” (The Great Controversy, p. 442, 1911). Therefore, the “dragon voice” represents the enactment of oppressive laws that coerce conscience and punish dissent, directly violating the spirit and letter of its own Constitution, which guarantees that “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof”. This shift mirrors the hypocrisy described by the Psalmist: “The words of his mouth were smoother than butter, but war was in his heart: his words were softer than oil, yet were they drawn swords” (Psalm 55:21, KJV). It embodies the paradox warned against by James: “Out of the same mouth proceedeth blessing and cursing. My brethren, these things ought not so to be” (James 3:10, KJV). “The prediction that it will speak ‘as a dragon’ and exercise ‘all the authority of the first beast’ plainly foretells a development of the spirit of intolerance and persecution that was manifested by the nations represented by the dragon and the leopardlike beast” (The Great Controversy, p. 442, 1911). “But evil men and seducers shall wax worse and worse, deceiving, and being deceived” (2 Timothy 3:13, KJV). “And then shall that Wicked be revealed, whom the Lord shall consume with the spirit of his mouth, and shall destroy with the brightness of his coming” (2 Thessalonians 2:8, KJV). “When the leading churches of the United States shall unite upon points of doctrine held in common, they will influence the state to enforce their decrees” (Testimonies for the Church, vol. 5, p. 711, 1889). “The Protestant churches will yet form an image to the beast, by seeking the aid of the civil power” (Selected Messages, book 2, p. 142, 1958). The prophecy thus warns that America’s voice, once a beacon of freedom, will eventually resonate with the harsh, coercive commands of the dragon power itself. How does this transformation manifest in global actions?

THE IMAGE OF THE BEAST FORMED!

This dragon-like voice doesn’t merely express intolerance; it actively causes specific actions with global ramifications, fundamentally altering the religious landscape. The prophecy states the second beast “exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast, whose deadly wound was healed” (Revelation 13:12, KJV). Furthermore, it deceives people through miracles, “saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live” (Revelation 13:14, KJV). Here, the United States is predicted to use its influence and power (“all the power of the first beast”) to compel homage to the Papacy (“worship the first beast”). This compulsion is achieved through the creation of an “image to the beast.” “The ‘image to the beast’ represents that form of apostate Protestantism which will be developed when the Protestant churches shall seek the aid of the civil power for the enforcement of their dogmas” (The Great Controversy, p. 443, 445, 1911). This formation occurs when “the leading churches of the United States, uniting upon such points of doctrine as are held by them in common, shall influence the state” (The Great Controversy, p. 445, 1911). This process mirrors the historical apostasy of the early church, which, having lost spiritual power, sought the support of the state, paving the way for the Papacy. “It was apostasy that led the early church to seek the aid of the civil government, and this prepared the way for the development of the papacy—the beast. Said Paul: ‘There’ shall ‘come a falling away,… and that man of sin be revealed.’ 2 Thessalonians 2:3, KJV. So apostasy in the church will prepare the way for the image to the beast” (The Great Controversy, p. 443, 1911). This isn’t merely a political alliance but a spiritual decline, fulfilling Paul’s prophecy of the “man of sin” being revealed after a “falling away” (“Let no man deceive you by any means: for that day shall not come, except there come a falling away first, and that man of sin be revealed, the son of perdition; Who opposeth and exalteth himself above all that is called God, or that is worshipped; so that he as God sitteth in the temple of God, shewing himself that he is God.” 2 Thessalonians 2:3-4, KJV). “And for this cause God shall send them strong delusion, that they should believe a lie” (2 Thessalonians 2:11, KJV). “But there were false prophets also among the people, even as there shall be false teachers among you, who privily shall bring in damnable heresies” (2 Peter 2:1, KJV). “Theontolothe church will yet form an image to the beast” (Selected Messages, book 2, p. 380, 1958). “The Lord has shown me clearly that the image of the beast will be formed before probation closes; for it is to be the great test for the people of God, by which their eternal destiny will be decided” (Manuscript Releases, vol. 15, p. 15, 1990). The prophecy details the power given to this image: “And he had power to give life unto the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed” (Revelation 13:15, KJV). This legislative power (“speak”) culminates in the enforcement of the “mark of the beast”: “And he causeth all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads: And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name” (Revelation 13:16-17, KJV). Receiving this mark “in their right hand” signifies compliance for practical or economic reasons, while receiving it “in their foreheads” indicates intellectual and conscientious acceptance. The enforcement mechanism begins with economic sanctions—the inability to “buy or sell”—escalating ultimately to a death decree for those who refuse to comply, mirroring historical decrees against God’s people like those of Haman (“And the letters were sent by posts into all the king’s provinces, to destroy, to kill, and to cause to perish, all Jews, both young and old, little children and women, in one day…” Esther 3:13a, KJV) or Darius (“All the presidents of the kingdom… have consulted together to establish a royal statute… That whosoever shall ask a petition of any God or man for thirty days, save of thee, O king, he shall be cast into the den of lions.” Daniel 6:7, KJV). “And the dragon was wroth with the woman, and went to make war with the remnant of her seed, which keep the commandments of God, and have the testimony of Jesus Christ” (Revelation 12:17, KJV). “And except those days should be shortened, there should no flesh be saved: but for the elect’s sake those days shall be shortened” (Matthew 24:22, KJV). “The time is coming when the law of God will be made void in the land” (Testimonies for the Church, vol. 7, p. 141, 1902). “The mark of the beast is the observance of the first day of the week as the Sabbath” (Testimonies for the Church, vol. 8, p. 117, 1904). The enforcement of the mark of the beast thus represents the apex of America’s prophesied apostasy, forcing a global crisis of conscience centered on loyalty to God’s law versus human mandates. DIVINE LOVE AMIDST THE DRAGON’S ROAR!

While these prophetic developments paint a stark picture of coercion and apostasy, understanding them correctly reveals a deeper truth about God’s character and His methods. God’s foreknowledge and His willingness to reveal these future events, including the rise and fall of the United States as a prophetic power, are profound demonstrations of His love and mercy toward humanity. The prophet Amos declared a foundational principle of God’s interaction with His creation: “Surely the Lord GOD will do nothing, but he revealeth his secret unto his servants the prophets” (Amos 3:7, KJV). Prophecy is not given to incite fear or satisfy idle curiosity, but to prepare, forearm, and anchor the faith of God’s people amidst the storms of history. By unveiling the strategies of the enemy and the course of apostasy—even within a nation founded on principles of liberty—God demonstrates His sovereignty and His desire that His children should not be caught unawares. As the Apostle Paul assured the believers, “But ye, brethren, are not in darkness, that that day should overtake you as a thief” (1 Thessalonians 5:4, KJV). The warnings embedded within these prophecies, such as the call to “Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues” (Revelation 18:4, KJV), are themselves expressions of divine love, offering opportunity for separation and salvation before judgment falls. Furthermore, God allows the “mystery of iniquity” to develop fully, permitting nations and powers to reveal their true character, so that the justice and righteousness of His own government may be vindicated before come to pass, ye might believe” (John 14:29, KJV). The watchman’s duty, as outlined in Ezekiel, is to warn of impending danger, delivering his own soul whether the people heed the warning or not (“But if the watchman see the sword come, and blow not the trumpet, and the people be not warned; if the sword come, and take any person from among them, he is taken away in his iniquity; but his blood will I require at the watchman’s hand.” Ezekiel 33:6, KJV). “And when these things begin to come to pass, then look up, and lift up your heads; for your redemption draweth nigh” (Luke 21:28, KJV). “Therefore be ye also ready: for in such an hour as ye think not the Son of man cometh” (Matthew 24:44, KJV). “God has always given men warning of coming judgments. Those who had faith in His message for their time, and who acted out their faith in obedience to His commandments, escaped the judgments that fell upon the disobedient and unbelieving” (Last Day Events, p. 3, 1992, citing Patriarchs and Prophets, p. 166). “The agencies which will unite against truth and righteousness in this contest are now actively at work. God’s holy word, which has been handed down to us at such a cost of suffering and blood, is but little valued” (The Great Controversy, p. 582, 1911). Far from being arbitrary or fatalistic, God’s prophetic revelations, including the identification of America in prophecy, are a testament to His loving desire to save, protect, and equip His people with the knowledge needed to navigate the final crisis faithfully. The core of this final battle is summarized: “The last great conflict between truth and error is but the final struggle of the long-standing controversy concerning the law of God. Upon this battle we are now entering—a battle between human laws and the precepts of Jehovah, between the religion of the Bible and the religion of fable and tradition” (The Great Controversy, p. 582, 1911). What is our duty in response to these prophetic warnings?

FAITHFULNESS ON THE FRONT LINES!

This divine love expressed through warning naturally calls forth a response from those who receive it, defining our sacred duty before God. Recognizing that we are living in the very shadow of these predicted events, with the United States playing its prophesied role, demands more than intellectual assent; it requires profound personal spiritual alertness and heartfelt obedience. The defining characteristic of God’s people in the cias of Jesus” (Revelation 14:12, KJV). This is not a passive waiting but an active state of vigilance and faithfulness. We are admonished to “watch and be sober” (1 Thessalonians 5:6, KJV), understanding, as solemnly declared, “We are standing upon the threshold of great and solemn events. Prophecies are fulfilling. Strange, eventful history is being recorded in the books of heaven. Everything in our world is in agitation” (Testimonies for the Church, vol. 6, p. 14, 1900). This requires an obedience that springs not from fear or mere duty, but from a heart transformed by love for Christ. “All true obedience comes from the heart. It was heart work with Christ. And if we consent, He will so identify Himself with our thoughts and aims, so blend our hearts and minds into conformity to His will, that when obeying Him we shall be but carrying out our own impulses” (The Desire of Ages, p. 668, 1898). Facing the “time of trouble, such as never was,” we need an experience deeper than many currently possess, one built on unwavering trust and intimate knowledge of God. Jesus warned His disciples, “Watch therefore: for ye know not what hour your Lord doth come” (Matthew 24:42, KJV), and Paul urged believers to “take unto you the whole armour of God, that ye may be able to withstand in the evil day, and having done all, to stand” (Ephesians 6:13, KJV). “But the end of all things is at hand: be ye therefore sober, and watch unto prayer” (1 Peter 4:7, KJV). “And that, knowing the time, that now it is high time to awake out of sleep: for now is our salvation nearer than when we believed” (Romans 13:11, KJV). “We are in the shaking time, the time when everything that can be shaken will be shaken. The Lord will not excuse those who know the truth if they do not in word and deed obey His commands” (Testimonies for the Church, vol. 6, p. 332, 1900). “Our only safety is in constant distrust of self, and dependence on Christ” (The Signs of the Times, January 18, 1910, cited in The Faith I Live By, p. 333, 1958). My personal responsibility, therefore, is not merely to understand the prophecies concerning America but to allow that knowledge to drive me closer to God, cultivating spiritual alertness, seeking heart-deep obedience, and preparing through prayer and study for the tests ahead. How do we extend this responsibility to those around us?

SOUNDING THE ALARM IN LOVE!

While personal preparation is paramount, our responsibility extends beyond ourselves to encompass those around us, our neighbors near and far. Understanding the prophetic significance of America’s role and the imminent global crisis compels us, as God’s appointed watchmen, to sound the alarm with both urgency and love. We carry a “weighty obligation of warning a world of its impending doom” (Evangelism, p. 16, 1946). This requires us to “give the trumpet a certain sound” (Evangelism, p. 195, 1946, citing Letter 1, 1875), ensuring the warning is clear and unambiguous. This message, encompassing the truths of the three angels of Revelation 14, including the Sabbath, the fall of Babylon, and the warning against the beast and his image, “must go to all the world” (Evangelism, p. 217, 1946). Our responsibility is not fulfilled merely by preaching from pulpits; it demands personal effort and connection. “Wherever a church is established, all the members should engage actively in missionary work. They should visit every family in the neighborhood and know their spiritual condition” (Welfare Ministry, p. 71, 1952). This involves practical Christianity – ministering to physical needs, offering comfort, feeding the hungry, clothing the naked – as these acts of compassion open hearts to receive spiritual truth. The prophet Ezekiel outlines the watchman’s solemn duty: “Son of man, I have made thee a watchman unto the house of Israel: therefore hear the word at my mouth, and give them warning from me. When I say unto the wicked, Thou shalt surely die; and thou givest him not warning, nor speakest to warn the wicked from his wicked way, to save his life; the same wicked man shall die in his iniquity; but his blood will I require at thine hand” (Ezekiel 3:17-18, KJV). Similarly, Paul felt this burden: “Wherefore I take you to record this day, that I am pure from the blood of all men. For I have not shunned to declare unto you all the counsel of God” (Acts 20:26-27, KJV). “Go ye therefore, and teach all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Ghost” (Matthew 28:19, KJV). “And the Spirit and the bride say, Come. The study calls forth the “patience of the saints” (Revelation 14:12, KJV), a steadfast endurance rooted in faith. We possess, as Peter declared, “a more sure word of prophecy; whereunto ye do well that ye take heed, as unto a light that shineth in a dark place, until the day dawn, and the day star arise in your hearts” (2 Peter 1:19, KJV). “We are not now able to describe with accuracy the scenes to be enacted in our world in the future, but this we do know, that this is a time when we must watch unto prayer, for the great day of the Lord is at hand” (Selected Messages, book 2, p. 35, 1958). “The Bible, and the Bible only, [is] the standard of all doctrines and the basis of all reforms” (The Great Controversy, p. 595, 1911). “But the path of the just is as the shining light, that shineth more and more unto the perfect day” (Proverbs 4:18, KJV). “And it shall come to pass, that whosoever shall call on the name of the LORD shall be delivered: for in mount Zion and in Jerusalem shall be deliverance, as the LORD hath said, and in the remnant whom the LORD shall call” (Joel 2:32, KJV). “The study of the prophecies will strengthen our faith in God’s Word” (Testimonies for the Church, vol. 5, p. 454, 1889). “The prophecies are to be a light to guide us through the darkness of the last days” (Selected Messages, book 1, p. 116, 1958). For me, and for us, this prophetic knowledge must translate into deeper trust, more fervent prayer, and a life lived in conscious preparation for the final test, anchored firmly in God’s unchanging Word. What is the final conflict that awaits God’s people?

THE GREAT CONTROVERSY’S CLIMAX!

This grounded faith is not passive; it actively prepares us for the ultimate test, the final conflict that centers squarely on allegiance to God and His law. The culmination of the great controversy, as revealed in prophecy, involves a direct clash over the law of God, with the Sabbath commandment becoming the focal point of contention. “The last great conflict between truth and error is but the final struggle of the long-standing controversy concerning the law of God” (The Great Controversy, p. 582, 1911). “The Sabbath will be the great test of loyalty, for it is the point of truth especially controverted. When the final test shall be brought to bear upon men, then the line of distinction will be drawn between those who serve God and those who serve Him not” (The Great Controversy, p. 605, 1911). This test, enforced by the image of the beast (the US church-state alliance), will divide all Christendom into two distinct classes: “those who keep the commandments of God and the faith of Jesus, and those who worship the beast and his image and receive his mark” (The Great Controversy, p. 450, 1911). While the pressure exerted by the combined powers of church and state will be immense, compelling “all, both small and great, rich and poor, free and bond” (Revelation 13:16, KJV) to receive the mark, prophecy assures us that “the people of God will not receive it” (The Great Controversy, p. 450, 1911). Our hope lies not in escaping the trial, but in God’s power to sustain us through it. John saw the victors: “And I saw as it were a sea of glass mingled with fire: and them that had gotten the victory over the beast, and over his image, and over his mark, and over the number of his name, stand on the sea of glass, having the harps of God. And they sing the song of Moses the servant of God, and the song of the Lamb…” (Revelation 15:2-3a, KJV). We overcome “by the blood of the Lamb, and by the word of their testimony; and they loved not their lives unto the death” (Revelation 12:11, KJV), knowing that “I can do all things through Christ which strengtheneth me” (Philippians 4:13, KJV). “Fearful tests and trials await the people of God…. But in the midst of the time of trouble that is coming—a time of trouble such as has not been since there was a nation—God’s chosen people will stand unmoved. Satan and his host cannot destroy them, for angels that excel in strength will protect them” (Testimonies for the Church, vol. 9, p. 17, 1909). “In the time of trial just before us, God’s pledge of security will be placed upon those who have kept the word of His patience” (Testimonies for the Church, vol. 6, p. 19, 1900, cited in Christ Our Helper). “He that dwelleth in the secret place of the most High shall abide under the shadow of the Almighty” (Psalm 91:1, KJV). “The LORD is my light and my salvation; whom shall I fear? the LORD is the strength of my life; of whom shall I be afraid?” (Psalm 27:1, KJV). “The Lord will be the hope of his people, and the strength of the children of Israel” (Joel 3:16, KJV). “The Lord will give strength unto his people; the Lord will bless his people with peace” (Psalm 29:11, KJV). Though the path ahead involves intense conflict centered on God’s eternal law, the destination is assured victory and everlasting life for those who remain steadfastly loyal to the Creator.
